Transparent "wrapper" (not the whole board just the wrapper part)

Help for the old style boards.

I am trying to make my "wrapper" transparent but using white and opacity: 0.5 so to not do the WHOLE board but just the wrapper so it kind of "melts into the background" to show up a bit. 
In my blog I can just put background-color: white; Opacity: 0.5; and it works but for here it does not seem to work (just for the wrapper part.)

This is at (opacity: 0.9; but would like it about 0.6 ~ just the white area though nothing else.

Hi Beckeam.....I usually just use an image......that I've made into transparency modes in PSP8.....I can send you one if you need it......it won't show up on this white background here....This is what it looks like on an image:Image

That works for me.Just wanted a white transparent I have several pages I want a layer like that.
